European Telecommunications Office Administrative Council

Dial plans are essential for any Cisco Unified Communications deployment. Whether you are implementing single-site or multisite deployments, having a thorough understanding of dial plans and the knowledge of how to implement them on Cisco IOS gateways is essential for any engineer who designs and implements a Cisco Unified Communications network. This chapter describes the characteristics of a dial plan and associated elements.

To integrate VoIP (Voice over Internet Protocol) networks into existing voice networks, you should have the skills and knowledge to implement call routing and design an appropriate numbering plan. A scalable numbering plan establishes the baseline for a comprehensive, scalable, and logical dial plan.

This section describes call-routing principles, discusses attributes of numbering plans for voice networks, addresses the challenges of designing these plans, and identifies methods of implementing numbering plans.

A numbering plan is a numbering scheme used in telecommunications to allocate telephone number ranges to countries, regions, areas, and exchanges, and to nonfixed telephone networks just as mobile phone networks. A numbering plan defines rules for assigning numbers to a device.

Different regions of the globe have different numbering plans. Nevertheless, all of these national numbering plans must adhere to the international E.164 standard. As an illustration, the E.164 standard stipulates than no phone number can be longer than 15 digits.

ANI II digits are two-digit pairs sent with an originating telephone number as part of the signaling that takes place while the setup phase of a call. These digits identify the type of originating station.

CICs are used to route and bill calls in the PSTN. CICs are four-digit codes in the format XXXX, where X is any digit from 0 through 9. There are separate CIC pools for different feature groups, just as line-side and trunk-side access.

A seven-digit number defines a local call. Some larger areas use ten-digit numbers instead of seven-digit numbers to define local calls. Notice that the first digit is in the range 2 through 9, during the remaining digits can be any number in the range of 0 through 9.

The European Telecommunications Office Administrative Council supervises the telecommunications work of the European Radiocommunications Office. This supervision includes the establishment, detailing, and change of ETNS conventions and the designation of European Service Identification for new ETNS services.

Four ETNS services are now available: Public Service Application, Customer Service Application, Corporate Networks, and Personal Numbering. An ESI code is designated for each ETNS service. The one-digit code follows the European Country Code 388 and European Service Code 3, as shown in Table 4-3.

E.164, as illustrated in Figure 4-3, is an international numbering plan for public telephone systems in which each assigned number contains a one-, two-, or three-digit country code in other words followed by a national destination code and at the time by a subscriber number. An E.164 number can have as many as 15 digits. The ITU originally developed the E.164 plan.

In the E.164 plan, each address is in a class by itself worldwide. With as many as 15 digits possible in a number, there are 100 trillion possible E.164 phone numbers. This makes it possible, in theory, to direct-dial from any conventional phone set to any other conventional phone set in the world by dialing no more than 15 single digits.

Most telephone numbers belong to the E.164 numbering plan, even though this does not include internal private automatic branch exchange extensions.

Scalable telephony networks require so then-designed, hierarchical telephone numbering plans. A hierarchical design has these five advantages:

A dial plan can be designed so that all extensions within the system are reached in a uniform way. In other words, a fixed quantity of digits is used to reach a given extension from any on-net origination point. Uniform dialing is desirable because of its simplicity. A user does not have to remember different ways to dial a number when calling from various on-net locations.

In a non-overlapping numbering plan, all extensions can be addressed using the same number of digits, making the call routing simple and making the network easily manageable. The same number length is used to route the call to an internal user and a remote user.

The site-code dialing solution of the overlap issue in numbering plans is useful in real life, as it allows a decentralized approach to the numbering effort. Even various departments within an organization can manage their own addressing space, and the site codes can interconnect them into a manageable unified communications network. Site code dialing does not require a careful design from the beginning and can be implemented as the enterprise grows.

Site-code dialing has been designed to allow calls between the enterprise locations. Each site has a trunk connection to the PSTN, with the PSTN DID range provided by the telephone company operator. Sites A and B have DID ranges that allow public addressing of each internal extension. Site C has a single DID number with an interactive voice response solution that prompts the callers for the number of the internal extension for forwarding inbound calls to the intended callee. The DID range of Site D covers some internal extensions and must be combined with an IVR to provide inbound connectivity to others.

Call routing to local endpoints is achieved automatically, because the registering endpoints have virtual dial peers that are associated with them. The dial peers ensure that calls are routed to the registered phones based on their directory numbers.

Figure 4-10 shows the enterprise has one large site with 7000 users and several smaller sites with less than 700 users each. The codes for all sites are two-digit numbers. The internal extensions in the large site are four digits long, during the extensions in the smaller sites are three digits long. To implement the dial plan, VoIP dial peers are configured with destination patterns that match seven-digit numbers in the large site and six-digit numbers in the remaining sites, starting with the intersite prefix 8.

Gateways provide a mapping between the DID and the internal number ranges. For instance, the PSTN DID range 200-555-3xxx can be easily converted to 1xxx and back when calls traverse the gateway. Complex mapping formulas are too complex to implement and should be avoided.

Inbound and outbound call legs. The gateway negotiates VoIP parameters with preceding and straightway gateways earlier a call is forwarded.

The entries that define where to forward calls are the dial peers. All dial peers at the same time build the dial plan, which is equivalent to the IP routing table. The dial peers are static in nature.

Hop-by-hop call routing builds on the principle of call legs. Earlier a call-routing decision is made, the gateway must identify the inbound dial peer and process its parameters. This process might involve VoIP parameter negotiation.

Figure 4-11 illustrates a scenario with two locations that are connected to an IP WAN and PSTN. When the call goes through the PSTN, its numbers have to be manipulated so that they are reachable within the PSTN. If not, the PSTN switches will not recognize the called number, and the call will fail.

Consumer tablets can kill the office desk phone

One year ago, we took a look at CounterPath's Bria softphone customers for PCs and mobile devices. Today, CounterPath has released Bria iPad Edition 1.0, which the company believes is a perfect example of effective IT consumerization because it strikes a balance between the feature-heavy, but immobile desk phone and the versatile, but feature-light consumer smartphone-based VoIP (Voice over Internet Protocol).

"The deskphonelooks ill-suited for today's work style, where employees need anytime, anywhere access to voice and data --specifically the kinds of applications where a tablet shines," a CounterPath representative said today. "[However] VoIP applications for tablets have been clunky and user-unfriendly to the point that they undermine the responsiveness and productivity they're supposed to enhance."

Like Bria for iPhone and Android, the iPad Edition supports multiple accounts on any SIP compliant server, support for hosted VoIP and IP-PBX (Private -Automatic- Branch Exchange)s, multitasking support, support for bluetooth speakers and headsets, call hold, transfer, conferencing, display and history, calling over Wi-Fi, 3G, or 4G, and native support for all of CounterPath's other desktop and mobile VoIP solutions. The main advantage of iPad is its larger screen, so the app takes advantage of this with a new multi-pane UI that includes a pop-over dialpad.

Does any of this to tell the truth "kill" the desktop phone? Not but, clearly. Nevertheless CounterPath said the first update to the software later this year will add video calls, SMS, Instant Messaging and presence; and the more features applicable to an enterprise setting it has, the better chance it has at adoption.

Besides, cloud computing company ModelMetrics and Dimensional Innovation released results of a survey in May that said only about 22% of businesses in the survey had officially deployed tablets, nevertheless 72% have iPads and other tablets being used on an individual basis.

"We should recall that the introduction of PCs into the enterprise IT arena was driven by business units that purchased the equipment and felt they gained the capability to leverage innovation more quickly, however also gained independence from the chains of corporate IT," said Sam Gross, Vice President of Global IT Outsourcing Solutions at Unisys. "This bottom-up trend, whether it was endorsed or not by the CIO, overtook enterprise computing in the corporate workplace."

I think these guys are right on with this. I know Apple didn't want to cannibalize sales of it's own products at that time, however they should have incorporated iPhone research right into the iPad from the very start. Had they been smart enough to do that, you would see millions of more sales of the iPad to the business market than what you have today. Once Apple when all is said and done makes the iPad a cell phone too, offerings like CounterPath's are going to make it adjacent to impossible for companies not to adopt this type of tablet research, for any business that wants to have a competitive edge. The IP desk phone's days are evidently numbered. Unless Cisco and Polycomm have some kind of an iPad killer in the works ready to go, you are going to see Apple intrude furthermore and furthermore into their market space...and at an ever increasing rate it would appear. What Apple knows now is that all else being equal, the most flexible, versatile, adaptable platform for the most part wins. If they had understood that 30 years ago, think how different the world might be today?

I love this stuff. Every new device will kill every old device - laptop, netbook, smartphone, tablet, any Apple gizmo, whatever. The most illogical combination gets the most notice.

There are already Android powered tablet phones out there, so this isn't in effect all that much of a stretch.The office phone is probably one of the most used, least improved devices on the planet. Being able to access all of the functionality of these things with a modern UI would be a god send. Imagine an administrative assistant being able to sync with the companies directory, print out cell-lists, directions...Hell, even transfers and conferencing would be much easier to accomplish.

Reports of fraudulent charges have now gone worldwide, and it appears that the issue may be related to Apple's in-app purchasing mechanism.

The reports are on the whole flooding in over iTunes users finding their credit balances drained by hackers. Why hasn't Apple said a thing to assure clients it has things in accordance with control?

We named Skype our enterprise conferencing tool of the year in 2010 for its moves towards providing business-grade communications with the ease of use of its consumer product.
Ted Schadler of Forester Technology told CIO.com that he expects Microsoft to market Skype as a cloud service along with Windows Azure and Office 365. You can as well bet that Skype will be a service in other words synced with Windows 8. The idea of the fully immersive video experience begins to become reality with Skype in the play. Combine it with Kinect and you have the makings of an immersive video experience in other words far more natural than the desktop model that has been popularized over the last 10 years. Google Voice and Apple Facetime are as well playing to this possibility. The then frontier for all these companies is how services like Kinect and Skype work seamlessly at the same time but however remain loosely coupled so they are not too locked down in integrations.
Video Kinect, for instance, is marketed as a home conferencing service. You can use Video Kinect to have live video chats with Xbox LIVE and Windows Live Messenger users.To connect the Kinect through Lync would require a more complex integration. Nevertheless could Skype be the missing connection point? The question, again, is about integration and the viability of the Kinect as a enterpise tool. Yet with the Windows Kinect SDK and Skype, the Xbox won't even be a necessary part of the puzzle.
You can look at the Skype acquisition as one for Microsoft to squander. They will if they too tightly integrate the service. It's in these integrations that the bureaucracy becomes the hindrance and the innovators depart. Nevertheless if Skype is loosely coupled and a developer community sprouts at that time there will much to talk about. It's the business model that matters to developers. And work that's fun. Skype is fun. Kinect is fun. And Windows Phone 7 is a device that has revenue opportunities. Just don't lock Skype down and the market should open up just fine.

Microsoft Office Communications Server 2007

VoIP phones from snom can do many things. Now, company officials say, they can future-proof Microsoft Lync installations.

In a post on the snom VoIP (Voice over Internet Protocol) phones blog, Christian Baier contends that the snom 821 is the market's "only IP telephony" product with a color screen, advanced calling features and a dual SIP stack.

"At the start of March, snom announced that the snom 821 had been certified as interoperable with Microsoft Office Communications Server 2007 R2, the second of its telephony units to achieve qualification through the Compatible Devices Program."

A couple weeks ago TMC reported that snom officials say they’ve taken a step forward in creating a SIP-based end- to-end telephone system" housed in a made-to-measure all-round" hardware product incorporating multiple options for PSTN termination just as analogue, PRI, BRI, T1 and E1.

Company officials describe the snom ONE plus, when combined with snom phones, as a reliable out-of-the-box offering easy to get up and running, which is music to the ears of their small and medium-sized business market.

It comes pre-installed with snom ONE IP-PBX (Private -Automatic- Branch Exchange) software, and represents a nice hardware offering to support snom features.

In February TMC’s Susan J. Campbell wrote that the snom m9 DECT phone was released: "The company positions this launch as taking office mobility another step forward as this phone is a full-function mobile handset designed for seamless, business-class VoIP."
